              The rapid growth of the Internet has spurred many questions about its development and future operations. Internet access provision, once under the administration of the research and education networks, is increasingly being undertaken by commercial providers.

The regulation of a product or service usually covers three grounds: price, access and quality Regulation of Internet QoS (Quality of service) has its closest reference point in the telecommunications model, which has historically been tightly regulated in terms of universal access, price and quality. This is understandable because access to the Internet is usually through communication links, whether phone lines, cables or the wireless spectrum. And countries that regulate Internet access provision usually do so through their telecommunication authorities.

In particular the planned work on:

  • expansion of data transmission network in Tashkent on technology-based DWDM / SDH / IP / MPLS;
  • expanding the network of wireless radio in rural areas;
  • Expanding broadband access network technology based on DSLAM.

In addition to measures of social orientation Uzbektelecom as a priority, said: improving the quality of telecommunications services and modernization of communication networks in rural areas, creating conditions for development of small business and entrepreneurship in rural areas, specializing in the field of ICT, the implementation of measures to increase the volume service delivery, reduce production costs, faster completion of projects of reconstruction and modernization of rural telecommunications.

To explore further the strategic development plans, business ISPs in the country, representatives of providers who participated in the survey were asked to rate their priorities among the following possible areas of development or diversification of their activities:

  1. Improving quality services by:
  • upgrading the technological base;
  • improve the effectiveness of technical personnel;
  • improve the efficiency of staff with clients;
  • improve the effectiveness of managerial personnel;
  1. Expansion geography of services:
  • the city, where the firm;
  • in all regional centers of the country;
  • throughout the country;
  1. Implementing new technologies of Internet access based on:
  • xDSL;
  • Wi-Fi;
  • WiMAX;
  • Based on FO technologies;
  • Cable TV networks;
  1. Expanding providing on-line content by increasing:
  • entertainment information;
  • cognitive or educational information;
  • software packages;
  1. Expanding services to legal entities on the establishment and maintenance of corporate networks.
  2. Providing information security networks.
  3. Provision services for the storage of data (back-ups and data-banks), including an increase in the volume of e-mail.
  4. Improving hosting services on-line resources clients.
  5. Creation computing (cloud computing).
  6. Shortening prices for the services of the company.
  7. Changing services of company.
    1. Development software, in particular:
  • Application software for data networks in all levels (LAN, WAN, and Internet access);
  • Application software for information security;
  • Application software for business management;
  • Application software for e-business / commerce;
  • Software entertaining the character;
  • Custom applications, utilities;
  1. Developing additional business in other areas.
  2. Full transition to other businesses.

In addition, providers can indicate other areas of their business that were not included in the questionnaire.

Most ISPs will see a "service quality improvement" of key areas for business development. It is estimated providers; the most important task in this direction is to improve the quality of work (professional level), technical staff and improving staff performance with clients. Many major providers have plans to further development and updating their billing systems to more effectively manage the different tariffs and Internet services in the face of increasing population of subscribers, users of the web. Issues of modernization and efficiency of the management personnel were also included in the rank of "important" tasks. These figures clearly are proof of the fact of increasing competition in the market of Internet services, but unfortunately, as noted by providers only in Tashkent.
The vast majority of providers is planning to expand its services only in the city or region where your business is located, ie mainly in Tashkent. And the only large providers that own their own data networks, making plans for geographic expansion of its services throughout the country, while other operators are planning such a business problem for the distant future or do not plan to.

At this time, Uzbektelecom has fiber optic and microwave data links to all provincial centers and district centers. All main line backed up by the ring structure and direction, and commercial enterprises JV «Buzton» and LLT «East Telecom» have their channels primarily to regional centers. To district centers in the country the last two operators lease channels in Uzbektelecom and building new networks to their own regional centers consider while ineffective.

How to be local Internet service providers in the regions? Without taking into account the high cost of rent of the channel access to international Internet resources, local service providers faced with a dilemma - the high cost of rental vehicles to channel regions, the central point of connection to the international Internet network in Tashkent, or a relatively small market potential in the regions that cannot count a speedy return on investment. In such circumstances, the most optimal and less capital-intensive business development by local providers is to rent channels from UzNet, a subsidiary of Uzbektelecom. But tariffs UzNet is not very economically feasible and also the tasks internet penetration in the regions of the country with government assistance through a single national operator UzNet is insufficiently effective. To solve this problem it would be wise to approach with the consolidation of efforts of national and other interested operators, local authorities and big business, as the beneficiaries of projects to enhance telecommunications services, including the Internet.

A good example of this is the city of Zarafshan, where the joint efforts of the company Buzton and other parties have implemented a technology FTTB (fiber-to-the-building) «optics in every multi-storey building, hundreds of houses of the city was established more than 6, 5 thousand ports, and laid over 40 km of fiber-optic cable.

As noted, Uzbektelecom reached quite successful in creating high-speed backbones to all regional and many regional centers, as well as the modernization of communications centers of Uzbekistan. But the increase in Internet penetration also depends on the effective use of access technology in solving the "last mile", i.e. bringing the Internet channel from a communications to the client.
Introduction of new technologies access to the Internet XDSL technology access, via wired or radio-relay data transmission channels, is considered by Internet providers in Uzbekistan as an essential tool for solving the "last mile" broadband Internet access. Using technology based on fiber-optic technology is an important task in the main large providers that have their main transport routes.

Wireless technology Wi-Fi and WiMAX are not currently an attractive technology to connect users to the Internet, and most plan on introducing them into the distant future.Under the law, for the introduction of wireless access technologies, including the use of Wi-Fi outside the premises, the operator must obtain a license to use the technology and the right to use certain radio frequencies, depending on the terrain. This is definitely an additional article of fixed costs that do not pay off at a relatively low density of Internet users with mobile PCs in the small sector. WiMAX technology to cover the sectors with the largest radius of 50 km at a speed of the connection of 10 Mbps, but at present this technology requires a fairly high capital investment for the purchase of equipment for call centers, points of connection and special modem users as well as acquiring the rights to use radio frequencies in the one region or another country. Currently, the Uzbek market access, this technology is offered by Super iMax branded EVO and successfully used in combination with other technologies, wired, offered by other providers of Internet services.

Unfortunately,the useof technologiesbasedonthe use ofcable television networks, forsolvingthe "lastmile" is not planned. Although at this level of development of cable television in cities across the country, this technology could be successfully used for Internet access and other services such as IPTV, to households.
